Change the way we declare root by pyinstaller docs

What does this MR do and why?

Changes the way we declare the application's root on pyinstaller packages. This will fix a number of weird side effects around temporary directories including, but not limited to support logs.

Resolves #126 (closed)

How to set up and validate locally

Attempt to download support logs with previous versions from a windows package.

Do it again with a package built based off of this MR.
