What does this MR do and why?

Bumps fabric loader from 0.16.10 to 0.16.14. Bumps fabric launcher from 1.0.1 to 1.0.3. Config change only, no program logic or code changes.

How to set up and validate locally

Tested on dev instance, issue downloading new versions.
