documentation site: project settings, bucket and credentials

Milestone "Documentation site", the platform half. Siblings: agents agents!2 (merged), docs docs!2 (merged).

Issues: #10 (closed) project and group settings (features off, pipelines members-only, no access requests, merge on green, delete source branch; registry and releases stay on in platform); #9 (closed) R2 bucket, the.corvus.observer custom domain, account-owned upload token and the four CI variables of docs (masked where secret, protected).

Left to the operator, in this order:

  1. In the Cloudflare dashboard, add to the token in .env.infra the account permissions Workers R2 Storage: edit and Account API Tokens: edit, and add TF_VAR_cloudflare_account_id=<account id, same as R2_ACCOUNT_ID> to .env.infra.
  2. cd /Users/teosibileau/DEV/CORVUS/worktrees/platform/documentation_site && ahoy infra plan (expect 2 to add, 4 to change; today it stops with 403 on the permission group lookup until step 1).
  3. cd /Users/teosibileau/DEV/CORVUS/worktrees/platform/documentation_site && ahoy infra apply
  4. Merge. Then merge docs: its main pipeline publishes the site.

Service Desk is not exposed by the gitlab provider; on gitlab.com it is off unless configured. ahoy infra validate fails in a worktree that was initialised against the remote state (it runs init -backend=false over an existing backend config); ahoy infra tofu -- validate passes. Worth its own bug.
