• State changed: the second phase's merge request in docs (Hugo site, milestone pages and pipeline) and the sync fix in agents are merged. Phases 1 and 2 are fully closed, phase 3 has only the verification (#7 (closed)) and the runbook (#8 (closed)) open. The timeline section still ends at "started on 2026-10-20" and does not record the first publish.
• Not mentioned: three issues created since the narrative was written, all closed with a merged MR: #9 (closed) (rclone image entrypoint), #10 (closed) (endpoint URL in the rclone connection string), platform#11 (closed) (R2 directory paths resolving to index.html). The deviations section does not name any of them.
• The dependency on #2 (closed) (Lint every repo, still open) no longer blocks #5 (closed), which is closed; the deviations paragraph about the pipeline carrying its own workflow rules still holds.
• No closed-without-merge issues, no prose dependencies, ADR matches (0003).
