Ledger token creation allows for very large exponent but throws 'overflow' when issuing tokens
Ledger allows for tokens to be created with very large exponents
ledger.createToken('ABC', 200, notary)
but when issuing said token to an account, comes back with Promise rejected: Thrown: -32000: Overflow
. There should be a cap on the exponent of a token
