Add gitlab-advanced-sast-cpp analyzer

What does this MR do and why?

Adds the clangsa static analyzer to the SAST component.

The source branch of this MR can be used before merge to evaluate the gitlab-advanced-sast-cpp job using the latest, version 0, release of the clangsa analyzer image.
