Fix rspec report naming

What does this MR do and why?

Fixes rspec report naming. If you don't set project_path, the rspec reports never get renamed, then the artifacts fail to get uploaded. This change moves the artifact copy out of the conditional (that does editing inside the files for the updated project_path) so that the uploader catches it.
