Support OpenTofu 1.13.9 and 1.12.12

Adds OpenTofu 1.13.9 and 1.12.12 to the supported versions. 1.13.9 becomes the default. No version is removed.

  • 1.13.9 and 1.12.12 fix a bug where the local backend lost state when the first apply crashed.
  • 1.13.9 also includes the 1.13.8 fixes: the -v alias for version works again, and invalid state encryption configuration no longer causes a panic.
