feat(fetch-mr-plan): add variable and input for job name of plan job

This adds a new variable / input to determine the name of the plan job that should be fetched during the fetch-mr-plan stage.

So far, this was hardcoded to be named "plan", which can collide with certain loop workflows that have to redefine the name of the plan stage.
