A couple GPL3 themes arrived in https://github.com/compiz-reloaded/emerald-themes/commit/bcbdf4e71d17f2dd5e4bc4350f79cade57fa1b2b and https://github.com/compiz-reloaded/emerald-themes/commit/8fc2363ff5490b983556256bd881af7d2d0d77b9, but a copy of the GPL3 wasn't added to the repository then. This PR adds it.
