Improve the build system

Samy Mahmoudi requested to merge samy.mahmoudi/compiz-plugins-main:intltool-to-gettext into master

• Migrate from intltool to gettext.

• Increase portability: The initial goal was to port Compiz Reloaded to FreeBSD. All the changes could be done within the FreeBSD port system. However, a much larger community could benefit from these changes if they are done upstream.
