Improve the build system
• Increase portability:
The initial goal was to port Compiz Reloaded to FreeBSD. All the changes could be done within the FreeBSD port system. However, a much larger community could benefit from these changes if they are done upstream.
• Trigger a smooth migration from intltool to gettext.
• Do various changes along the way; squash commits when appropriate.
