test(management): remove asserting presence of the 'Verzoek' button

This test works fine for Review Environments because we start a clean environment every time. But it does not work for the acceptance environment, since the 'Verzoek' can be sent already.

I've also removed the 'all Management E2E test job', since it has been replaced by two other jobs for the review/* branches.
