Parkeerrechten admin kenteken check nlx#1222

Fetches vehicle and personal data using licence (kenteken)

If the person that the car is registered to doesn't live in the chosen municipality, the "parkeerrecht" can't be added.

TODO:

• make the fetch on index page a bit simpler (like parkeerrechten-viewer)
• make sure the -viewer and -admin apps are similar. Remove any dead code.
• Add lint check to pipeline
