Clarify 'archived' repository status.

At @minbzk we used the archived status on repositories that we've released as a part of a WOO (Open Government Act) descision that is not being updated with actual development nor are we open for feedback and improvements. These are important projects for us to show to the world, and thus we would like to make clearer wat Archived means.
