[FEATURE] Add option for self healing of dead tasks

@tdeuling What do you think? Even if scheduler does this itself, I can't think of a timing setting that would ensure that both always work in parallel. An email from schedulermonitor and scheduler sets the task to stopped. So I implemented this as an additional option.
