test-requirements.txt.jj2: Use custom fork

John Vandenberg requested to merge jayvdb/mobans:use-custom-pytest-reqs into master

pytest-reqs doesnt support VCS requirements very well, and doesnt support environment markers.

A workaround has been created to ignore VCS requirements, and handle environment markers, however the maintainer isnt processing patches.
