README.rst: Correct the broken URL for setup.py
This fixes the broken URL for setup.py and changes it from the absolute URL https://gitlab.com/MacBox7/coala-pyflakes/blob/master/setup.py to the relative URL <setup.py>.

The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
