Merge private development branch into public repo, including initial docs, pain library, PAINputs (individuals and dwellings)

Key features included are:

  • directory file structure
  • first cut at draft of docs and tutorial
  • PAIN: buildlib and proclib
  • PAINputs: just individuals and dwellings so far. The rest to come in future.
  • placeholder (tutorial) outputs from PAINputs to use for PAIN tutorial
  • all required source data for PAINputs for individuals and dwellings
  • readme files now include git remote and git status

Key missing pieces:

  • documentation of PAINputs is missing
  • PAINputs code for workplace, school, and community layers is missing
  • number of known issues in the PAIN code and the default inputs that need addressing
  • documentation of tutorials and guidance still needs a bit of work
