accept all major versions of base-compiler 4

In !52 (merged) we restricted the compiler version to the minor 4.0. This seems to strict however. The code this tool produces, should be compatible with any future major 4 version of the compiler. For parsing we do not use lib-compiler directly, but other packages with define the constraints on lib-compiler themselves.
