Trigger gating child pipelines in the containers repo

Michael Hofmann requested to merge mh21_rh/rhel-backports:one-child-pipeline-per-major-version into main

Rework the GitLab CI/CD config to have one child pipeline per RHEL major version, which then can be gated by a builder-image pipeline in the containers repo.

Store artifacts for each pipeline on S3 so it becomes possible to roll back/forward by rerunning a job.
