Increase timeout for ls-remote call

In 1a4bf058, the timeout was introduced to guard against long timeouts for kernel-org repos. This results in a lot of exceptions logged, which leads to everybody ignoring them.

Try to find out what is really going on. Increase timeout to 60s and log repository and git-ref in the message to figure out how to proceed.
