Remove lint check for ARK

Don Zickus requested to merge dzickusrh/pipeline-definition:delete-ark-lint into master

The ARK project recently downgraded its rules for posting to ARK. There is no need for a bugzilla nor a brew build check. Most patches are internal and ARK is the upstream for it, therefore the commit check is pointless too.

This leaves really no metadata check that rhcheckpatch can do for ARK patches.

Remove this lint step.
