Move all artifacts to artifacts/.

The rc file is kept where it is. The artifacts/ directory will be moved to S3 eventually.

Adjust the following rc fields:

• runner.blacklist
• runner.jobtemplate
• state.buildlog
• state.config_file
• state.lintlog
• state.mergelog
• state.repo_path
• state.selftests_url
• state.tarball_file
• state.targeted_tests_list
