Use prepared software for lint

Extract and use the software packaged in the prepare step for the lint stage.

Create a virtual environment to hold the requirements for rhel-tools and use that virtual environment to run the rhel-tools scripts.

Use crudini to set the bugzilla credentials instead of an echo.
