retrigger: skip .gitlab-ci.yml freshness check

Fixes pipelines like https://gitlab.com/redhat/red-hat-ci-tools/kernel/cki-public-pipelines/-/jobs/7212016823

This prevents the retriggering of otherwise perfectly fine pipelines.
