kcidb_build append-dict for kcidb-tools

Bohdan Khomutskyi requested to merge bkhomuts/cki-pipeline-definition:add-build-tools-link into main

As a result of this change, a new "GitLab job" link for build-tools phase will appear in the DW. It is expected that there will be 2 "GitLab job" links for each build.
