Move constraints post-upgrade script to deployment-all
requested to merge mh21_rh/pipeline-definition:move-constraints-update-script-to-deployment into main
Post-upgrade scripts need to be explicitly allow-listed [1]. Allow-listing a path in the merge request/branch under test seems a bit too close to running untrusted code, so move all the upgrade-script handling to the Renovate deployment config.
