Draft: Split noarch job

Tales da Aparecida requested to merge tales-aparecida-cki-forks/pipeline-definition:split-noarch into main

Have noarch built as a standalone step before arches to reduce redundant building. This can be further improved in the future building noarch in parallel and managing artifacts properly.

Part of: #187

TODO:

  • Find a test that will fail if the noarch artifacts are missing
  • Make sure there's nowhere relying on a single "filled build" in the kcidb file
