Remove the kcidb checkout ID retrieval from DW link print condition

It's useless these days as all pipelines are using KCIDB. We also have the checkout ID available as a variable in the pipeline and don't need that retrieval at all (the value is thrown away anyways).

For most pipeline stages this check is useless, for prepare stage it fails because kcidb file is not present, and the failure is silently ignored.
