Allow extra baseline runs with targeted testing

For some workflows, it may be useful to run a specific test set for MRs on top of targeted testing. This feature was originally brough up by the RT team, who wanted to run RT-specific tests on top of targeted testing for the MRs. This was due to the RT tests not being picked up for targeted testing as the patches were not RT related, but the team still wanted to be sure the RT performance was not affected.
