Link kernel_type to the pipeline repository

The pipeline repositories correspond the kernel type:

• cki-internal-contributors: kernel_type=private, private artifacts
• cki-scratch-pipelines: kernel_type=private, private artifacts
• cki-trusted-contributors: kernel_type=upstream, public artifacts

Make that more clear by moving them both in the same place and adding a comment. In the future, it will not be possible to

• upload public artifacts from cki-internal-contributors and cki-scratch-pipelines
• upload private artifacts from cki-trusted-contributors
