Setup: Check artifacts/kcidb_all.json for the file

Iñaki Malerba requested to merge inakimalerba/pipeline-definition:fake-kcidb-data-compat into main

When retrying old pipelines, some of them still have the kcidb_all.json file located in artifacts/

In case of a missing kcidb_all.json , try to get it from the old path.
