Set debug_kernel already in build/createrepo

Before, determining whether a job referred to a debug kernel needed to look at the job name. Only in the setup job was this persisted to the rc file.

Make that more robust by setting the appropriate variables in the rc/kcidb files already in the createrepo/build jobs.
