Support Gitlab URLs in GITLAB_COM_DATA_PROJECTS/GITLAB_COM_PACKAGES

We need to be able to use our custom version of kpet-db. In order to do that need to set GITLAB_COM_DATA_PROJECTS to the full Gitlab URL to our custom version of kpet-db.

This adds support for using a custom Gitlab URL in either GITLAB_COM_DATA_PROJECTS or GITLAB_COM_PACKAGES and will make it an authorized URL.
