Don't throw up if pre-test notification can't be sent

Not all submitters are valid users but there's also some automation and that doesn't have a valid kerberos username. The pipeline attempts to send the email to an invalid address and fails, never running testing. Fix this - we still want to continue with the testing in these cases.
