Keep config file artifacted in publishing

The file is removed as we don't need it and it was already uploaded during the build stage. However, kcidb data dump likes this file and doesn't know how to utilize the config_url field in the rc file... and even if it knew it would break if aws artifacts are used as handing of those is currently broken completely and the links are not changed.

This needs a lot more thoughts and work to fix properly, but the errors in the pipeline are really annoying and will confuse developers using the new workflow as well.
