make kcidb data dump conditional
If the stage has failed and we try to dump kcidb data, we end-up creating an extra failure. This is not harmful, but it can be noisy and confusing for anyone looking at the pipeline log.
If the stage is skipped, this can cause issues.
Dump the data only when the stage has passed.
