Fix up the builder container tag

Veronika Kabátová requested to merge veruu/pipeline-data:config-fixes into main

The builder-rawhide really needs to use the latest container, but as a leftover of moving from builder-fedora this was not correctly configured and the default tag specified in the pipeline was picked up for some pipelines. Clean up the tags and add it to the default instead.
