Replace "targeted" module with "patch" module

Nikolai Kondrashov requested to merge replace_targeted_module_with_patch_module into master

This mostly tucks patch loading into a module together with patch parsing, and removes creation of temporary files for downloaded patches. This also does some minor refactoring on patch handling.
