data: Accept, but ignore high_cost/target_sources

Nikolai Kondrashov requested to merge spbnick/kpet:add_dummy_high_cost_and_target_sources into main

Add support for accepting "high_cost" and "target_sources" properties for test cases. Ignore them for the time being to allow transitioning from "sources" in "enabled", in kpet-db.
