Support kpet run test list --targeted

Nikolai Kondrashov requested to merge spbnick/kpet:support_listing_targeted_tests into main

Add support for specifying "--targeted" option to "kpet run test list", which limits the listed tests to triggered by the (supplied) changed sources only.
