Do not add args to kpet run test

Nikolai Kondrashov requested to merge spbnick/kpet:do_not_supply_common_args_to_kpet_run_test into master

Remove adding common "kpet run" arguments to the "kpet run test" command. It's not supposed to have them. Have them added to "kpet run test list" only where they belong.

This fixes running "kpet run test list" with only patches supplied, the issue described in FASTMOVING-2129.
