rh_metadata: remove c9s automotive pipeline

scweaver/kernel-webhooks:disable_automotive into main

The automotive pipelines in c9s and rhel-9 are being disabled and therefore we no longer need to apply automotive related labels to c9s MRs.

The c9s/main-automotive branch is no longer an actively developed branch so mark it as inactive.
