configshook: add a AffectsFedoraConfigs label when fedora config files change
The approval rules generated by the ack_nack bot only take into account the paths directly affected by an MR. If a proposed CONFIG change in the redhat/configs/common/ directory causes the generated kernel config files for fedora to change, then there is no notification given to the fedora team.
For now, have configshook add a new AffectsFedoraConfigs label when it sees an MR will affected the generated config files for fedora.
