Fedora: set default panic screen to QR code

The change to use QR code for panic screen has been accepted for Fedora 45:

The panic url should be https://drm-panic.fedoraproject.org

  • Add a # at the end, to have the dump data as url fragment, so they won't be sent to the server.
  • Reduce slightly the size of the QR code, so that it's easier to scan with a phone with a lower quality camera
