redhat/kernel.spec: add aarch64 to fedora secure boot list

Fedora infrastructure is now set up to sign additional architectures for Secure Boot. To start with, add aarch64 to the list.

This requires some coordination with Fedora release engineering to switch over to the correct Koji channels with access to the signing keys.
