fedora: aarch64: Enable TI_SCI_INTR_IRQCHIP as built-in

In TI Sitara SoCs (used by boards such as BeaglePlay0) the irq device is a dependency of gpios, which in turn are required by the sdhci devices. Hence the absence of these drivers in initramfs causes SD-Card and EMMC read to fail.
