For perf, add elfutils-debuginfod-client-devel to BuildRequires:

fche1/kernel-ark:os-build into os-build

This should enable automatic downloading of source/debuginfo for perf analysis reports. Harmless if $DEBUGINFOD_URLS is unset (such as on an out-of-box RHEL distro).
