Turn on PROVE_RAW_LOCK_NESTING for RHEL debug builds

Upstream commit 560af5dc enables PROVE_RAW_LOCK_NESTING with PROVE_LOCKING. This caused a mismatch in our configs and we now weed to enable PROVE_RAW_LOCK_NESTING for debug builds or turn off PROVE_LOCKING all together.
